Management of mailing lists are separated into 3 categories: Subscriber actions, Moderator actions, and Owner actions.
List actions for Subscribers, such as sending to a list.
List actions for Moderators, such as approving or rejecting messages.
List actions for Owners, including adding/removing other Owners and Moderators.
These settings can be edited by Owners only.
